Explaining the Role of Information Technology Infrastructure in Fostering a Culture of Organizational Innovation (The Case of Sports and Youth Departments)

Abstract
This study aimed to model and elucidate the structural relationship between the level of information technology infrastructure and the components of organizational innovation culture within the General Departments of Sports and Youth across the country. The research was designed employing a mixed-methods approach (qualitative-quantitative). In the qualitative phase, a panel of experts was interviewed. In the quantitative phase, the target population comprised 800 managers and staff members, from which a statistical sample of 300 respondents was selected using appropriate sampling methods. The research instruments included semi-structured interviews and researcher-developed questionnaires. Data analysis was conducted through axial and selective coding, as well as structural equation modeling (SEM) utilizing PLS software. Path analysis revealed that the latent variables of technological infrastructure capabilities—encompassing systems integration and cybersecurity—exert a direct and substantial effect on the dimensions of innovative risk-taking and technological feedback within organizational culture. Consequently, mere investment in hardware proves insufficient; rather, the strategic alignment of technological architecture with organizational imperatives is essential for cultivating an environment receptive to continuous change. This, in turn, activates organizational learning mechanisms and ensures the sustainability of innovation within sports organizations.

Abstract Persian

این پژوهش با هدف مدل‌سازی و تبیین رابطه ساختاری بین سطح زیرساخت‌های فناوری و مؤلفه‌های فرهنگ نوآوری سازمانی در ادارات کل ورزش و جوانان کشور انجام شد. تحقیق با رویکرد آمیخته (کیفی-کمی) طراحی گردید. در فاز کیفی، جامعه خبرگان مورد مصاحبه قرار گرفتند. در فاز کمّی، جامعه هدف شامل 800 نفر از مدیران و کارکنان بود که نمونه آماری با حجم 300 نفر بر اساس روش‌های آماری مناسب انتخاب شد. ابزارهای پژوهش شامل مصاحبه نیمه‌ساختاریافته و پرسشنامه‌های محقق‌ساخته بود. برای تحلیل داده‌ها از کدگذاری محوری و انتخابی و همچنین مدل‌سازی معادلات ساختاری (SEM) با تأکید بر نرم‌افزار PLS استفاده شد. تحلیل مسیر نشان داد که متغیرهای پنهان قابلیت‌های زیرساختی فناوری (شامل یکپارچگی سیستم‌ها و امنیت سایبری) دارای اثر مستقیم و قوی بر ابعاد پذیرش ریسک نوآورانه و بازخورد فناورانه در فرهنگ سازمانی است. در نتیجه، سرمایه‌گذاری صرفاً بر سخت‌افزار کافی نیست؛ بلکه هم‌راستاسازی استراتژیک معماری فناوری با الزامات سازمانی برای خلق یک محیط پذیرای تغییرات مستمر ضروری است. این امر، سازوکارهای یادگیری سازمانی را فعال نموده و پایداری نوآوری را در سازمان‌های ورزشی تضمین می‌نماید.
