Examining the Factors Affecting the Selection and Appointment of Managers

Abstract
The success of organizations is largely due to the competence and competence of their managers. No organization can be found that has experienced sustainable success and has not had a wise, efficient, and competent manager. Since the success or failure of an organization largely depends on its management, it is necessary to reflect on management and how managers are appointed. This research aims to identify the factors affecting the selection and appointment of managers. The research method is descriptive-survey. The data required for this research was collected through a researcher-made questionnaire and a complete sample of 90 senior, middle, and junior managers of the Public Administration Training Center and the Higher Institute of Management and Planning Education and Research, and the data was analyzed in the form of Kolmogorov-Smirnov tests, binomial test, and Friedman test. In the present article, the factors affecting the selection and appointment of managers have been examined, and these effective factors have been ranked, which are respectively: process factors, objective factors, and contextual factors in terms of their effectiveness. Also, the claim of normality of observations for all three variables was accepted at a confidence level of 95%. Finally, the importance of these factors in the selection and appointment of managers is not the same, and considering the significance of the difference in the rankings, it can be stated that the average ranking of each factor is as follows: process factor 2.27, contextual factor 1.93, and objective factor 2.13.
